Is an MBBS in Georgia valid in India? Georgia Fulfils FMGL Regulations?
Find out authentic information about Caucasus University, one of the best MBBS colleges in Georgia for Indian students, from Ms Ketevan. At the end of the video, she will also explain about FMGL Regulations:
Check out this Interview by Shobhit Jayaswal with a representative of Alte University, one of the best medical universities in Georgia, for MBBS, where she explains about FMGL Regulations as well:
You can check the official FMGL Gazette here – Foreign Medical Graduate Licentiate Regulations. In this gazette, NMC asks Indian students to fulfil various rules and regulations to be eligible to appear for the licensing exam in India. Therefore, for the Georgia MBBS degree to be valid here, the program must follow FMGL Regulations.
Here is what the Ministry of Education of Georgia has to say about the validity of Georgia’s MBBS degree in India:
As per the Ministry of Education, Science and Youth of Georgia, the MBBS course in Georgia fulfils the FMGL Regulations 2021. Here is what was published on the official website of the Embassy of Georgia to the Republic of India –
Medical programs (MD) of schools/universities in Georgia are accredited/authorized by the National Center for Educational Quality Enhancement, which is internationally recognized as accredited Agency by World Federation of Medical Education (WFME).
This International accreditation ensures that all MD diplomas of graduates issued in Georgia are recognized worldwide resulting in permanently increasing number of foreign students.
In line with national legislation and related regulations on higher medical education and Medical Sector Benchmarks, which is mandatory to be fulfilled in order to get accreditation, the duration of undergraduate MD programs in Georgia (equal to MBBS qualification in India and UK) is 6 years (360 ECTS) including internship during the 6th, graduating year.
According to the Law of Georgia on Medical Practice, graduates of MD program have the right to be employed as a junior doctor – position that may be occupied by a MD graduate from accredited higher medical institution, who shall perform the duties of a doctor according to the instructions. There are no additional exams required for MD program graduates for the status of junior doctor.
In addition, according to the Article 14 of the same Law, junior doctor is authorized to fulfill the duties of a doctor. Thus, it fully equals to MBBS qualification in India. Junior doctor performs clinical duties under guidance of certified specialist. If certified doctor is not available, a junior doctor can provide emergency medical care independently.
All of the above mentioned clearly illustrates that medical education in Georgia is in compliance with the new rules of NMC.
Georgia: A safe and peaceful country
Georgia is frequently ranked as one of the safest countries in the world. Tbilisi, the capital, is home to over 20,000 Indian students and many more international students from more than 50 countries. Among the popular MBBS destinations for Indian students, Georgia is arguably the safest. Georgia was voted the 4th safest country in Europe for night walks.
In contrast, Russia and Ukraine are currently involved in a military conflict. As of 2025, Ukraine is not a viable option for students, and it is important to note that Ukraine has begun conducting military operations inside Russia. We would advise Indian students to avoid applying to universities near the Russia-Ukraine border. Due to the recent unrest in Bangladesh, most Indian students do not feel that Bangladesh is a safe option.
Georgia is a very safe country. Shobhit Jayaswal of Global Medical Foundation frequently visits Georgia, and because of his personal experiences, we can say that there are no safety issues in Georgia. We have sent hundreds of students to study in Georgia. If you are searching for an MBBS in Georgia consultancy, contact Global Medical Foundation today! Here is a photo of Shobhit Jayaswal at the campus of Georgian National University SEU, where many Indian students took admission through Global Medical Foundation:
MBBS in Georgia Budget
Georgia is an affordable MBBS abroad destination for Indian students compared to many EU nations. However, compared to Russia, Uzbekistan, Kazakhstan and Kyrgyzstan, it is expensive. If you have a budget of under ₹35 lakhs, then Georgia is not an option for you.
The average fee in Georgia is between USD 5,000 and USD 6,000 per year, or approximately ₹4,30,000 to ₹5,20,000 per year. The cost of accommodation and food in Tbilisi is approximately USD 300 or ₹25,000 per month.
Therefore, the estimated cost of studying MBBS in Georgia for Indian students, including tuition fees, accommodation & food expenses, is around ₹40-50 lakh. In a few universities, the budget is as high as ₹55-60 lakh. Similarly, countries like Romania (EU), Serbia and Bosnia & Herzegovina (all in Europe) have a budget of approx. ₹50-60 lakh.
If your budget is around ₹30 lakh, you can go for MBBS in Russia, Kyrgyzstan, Uzbekistan and Kazakhstan.
Cheap Direct Flights
Direct flights between Delhi and Tbilisi are available, with a travel time of just 5.5 hours. One-way tickets are budget-friendly, typically ranging between ₹15,000-₹20,000. This makes traveling to Georgia both convenient and affordable for Indian students.
Direct flights are available to Tbilisi, and therefore most Indian students study in medical universities in Tbilisi. However, some students also study in Kutaisi or prefer to study MBBS in Batumi, Georgia. These students can easily travel to their university by taking a cab, train or a short flight.

Best FMGE Passing Percentage
The Foreign Medical Graduate Exam (FMGE) is the test that Indian graduates from foreign medical universities must pass to get a license to practice as a doctor in India. Ultimately, the most important thing is whether you pass this exam. By looking at the FMGE passing percentages, you can see which countries produce more successful doctors. This allows you to compare the success rates of graduates from different countries.
Indian graduates who studied MBBS in Georgia have a higher success rate compared to graduates from countries like Russia, China, Kyrgyzstan, Kazakhstan, and Uzbekistan. Only Bangladesh has a similar success rate. Here is the FMGE passing percentage in 2024 (latest) and 2023 from the most popular MBBS abroad destinations –

Low Population:
While none of the popular MBBS abroad destinations (or countries except China) can compare to India in terms of population, we can still compare the population of these countries –
Country | Population |
Georgia | 38.07 lakh |
Russia | 14.48 crore |
Kazakhstan | 2.05 crore |
Kyrgyzstan | 71.86 lakh |
Uzbekistan | 3.63 crore |
Bangladesh | 17.35 crore |
Romania | 1.90 crore |
Bulgaria | 67.57 lakh |
The best country for patient interaction is Bangladesh. In Georgia, the population is low, but most of the population is located in Tbilisi. Therefore, if students decide to pursue their medical education in Georgia, their preference should be to study in Tbilisi. However, we do send students to universities in cities like Kutaisi and Batumi. Here is an image of Shobhit Jayaswal at Kutaisi University.

Local Language
You’ll rarely find English-speaking locals in Russia, Kazakhstan, Kyrgyzstan, and Uzbekistan. However, in the past twenty years, the number of English speakers in Georgia has increased significantly due to the government’s emphasis on the language. Their goal is for every child to learn English, so it has been made a mandatory school subject. Georgia plans to make English an official language in the next few years. Today, the younger generation speaks and understands English; even locals study MBBS in English.
However, it is compulsory to learn Georgian while studying in Georgia. Georgian will be a part of the curriculum for three years. Much of the older generation knows Georgian only.
Pleasant Weather
A student who moves to a city with weather similar to their hometown will adjust more easily. Countries with climates like India often have similar disease patterns, therefore, those who study MBBS in Georgia will gain experience treating diseases common in India during their clinical practice.
Georgia has pleasant weather in the summer and mild winters, making it a better option for Indian students than Russia, Kyrgyzstan, and Kazakhstan. Uzbekistan and Bangladesh are also good choices. Here is a snapshot of the monthly average high and low temperature in Georgia:
Religion
Most students prefer to select a country which aligns with their religious beliefs. Here is the list of the dominant religions in the popular MBBS abroad destinations –
Country | Dominant Religion |
Georgia | Christianity |
Russia | Christianity |
Kazakhstan | Islam |
Kyrgyzstan | Islam |
Uzbekistan | Islam |
Bangladesh | Islam |
Romania | Christianity |
Bosnia & Herzegovina | Islam |
Quality of Education
In terms of quality of education, Georgia stands out when compared to countries like Russia, Kyrgyzstan, Kazakhstan, Uzbekistan, Bulgaria, Romania, Belarus, and Armenia. This is evident from the FMGE passing percentages, which we compared above. Georgia provides high-quality education with a strong emphasis on developing students’ practical skills. As language is not an issue and the weather is familiar, students find it easier to settle in Georgia.

As per NMC Rules and Regulations, if an Indian student wants to appear for the licensing exam in India after studying MBBS abroad, they must be NEET-qualified before they begin their MBBS course.
If you study MBBS from a foreign nation without first securing qualifying marks in NEET, you are not eligible to appear for FMGE/NExT, the licensing exam in India.
Therefore, we do not recommend that any Indian student pursue an MBBS abroad without NEET.
Please note that while the Georgian medical universities will admit you without NEET, you will not get a visa from the Embassy without showing your NEET result. Anyone with an Indian passport must qualify for NEET to get a visa to study in Georgia.
