MBBS in Mongolia Follows NMC's FMGL Regulations?
The National Medical Commission of India introduced the Foreign Medical Graduate Licentiate Regulations (FMGL Regulations) in November 2021. If you are an Indian passport holder who wishes to study MBBS abroad and then appear for the licensing exam in India (FMGE), you must fulfil all the conditions set out in the FMGL Regulations. Unfortunately, as of 1st March 2026, NMC has failed to inform us which countries or universities are currently fulfilling the regulations. This has led to uncertainty about the validity of medical degrees from all countries abroad.
Therefore, we are dependent on the university/appropriate government body for an answer. Regarding Mongolia’s MBBS degree, the Ministry of Education of Mongolia has stated that, in their view, the medical degree of Etugen University in Mongolia fulfils the conditions laid down under the FMGL Regulations.
